I could make dragon grab anyone, but that's just too overpowered.
So don't spam the command, it will confuse your dragon.
It will take some time to calculate/build the path to the target. The Dragon will not carry out commands immediately. Shout cool down is reset to 5s, shout again while looking at Odaviing (no need to aim, just look at him when he is close enough) will Bend him to your Will. You need to beat the main quest to get this fully working.
